Jacqueline A. Purcell, founder of Evolution Reentry Services, is a dedicated advocate for criminal justice reform and a leader in supporting justice-impacted women. Drawing from her personal experience and professional expertise, Jacqueline has built programs that empower women to rebuild their lives after incarceration through education, trauma-informed care, and accountability.
With an extensive background in property title research as the Founder of Fusion Title Search; the largest title search company in the northeast and the President of the Connecticut Land Title Association with multiple advanced degrees in business, social work, and criminal justice, she combines her skills to drive meaningful change.

Jacqueline is a proud member of American Bar Association and CT Bar Association where she serves on the real property sections Jacquie in a CT “Great 8” through her induction into the Connecticut Hall of ChangeShe is also a licensed Notary Public and Licensed Connecticut Realtor® working to provide homeownership to those who have rebuilt their lives after incarceration.

I am passionate about helping people retain their home when going through foreclosure, deed theft, or a victim to mortgage fraud. As a Property Title Expert and licensed Realtor and hold master’s degrees in business administration (MBA), Social Work (MSW), Criminal Justice (MSCJ), and most recently in Financial Crimes Investigations (MSFS). 

I believe homeownership should be available to all people regardless of their background and help with obtaining the American Dream of owning an affordable home and helping to retain that home when life throws some difficult hurdles at you. 

As a Property Title Expert my goal is to help anyone facing foreclosure with navigating mediation and specialize in detecting errors in foreclosure processes that often get ignored yet can save a family from losing their home. I also help women, and their family rebuild their lives after incarceration through accountability, transparency creating personal success stories.

MSCJ
2019 - 2023

In pursuing her passion for Criminal Justice Jacqueline returned to school in 2019. She attended Albertus Magnus College in 2023 where she earned a Master of Science in Criminal Justice with a concentration on Correctional Administration with Honors.

Jacqueline credit Albertus Magnus College for their warmth and acceptance. “Albertus opened their arms, lifted me up when I needed it most”. The believe in their deep roots built on The Four Pillars of the Dominican Tradition: Study, Prayer, Community, and Service.

Jacqueline was a ’22 Senior Success Story featured by Albertus Magnus College.

MBA
1990 - 1992

Jacqueline, continuing her education at the University of New Haven, Henry C. Lee College of Criminal Justice Forensic Science earned a Master of Science in Financial Crimes Investigations while also pursuing a PhD in Law and Forensic Investigations.

University of New Haven was ranked #1 in the country for the Best 2025 Master’s in Criminal Justice Programs by U.S. News & World Report. Jacqueline credits this ranking to the faculty members who are experts in their fields.

Through opportunities given by the University of New Haven, she has also earned her certification as a Cryptocurrency Investigator.

MSW
1995 - 1997

In her early academic years, Jacqueline earned a Master of Social Work through Fordham University’s Lincoln Center Campus. Fordham’s MSW Program has consistently ranked in the top 10 percent in the nation by U.S. News & World Report.

Fordham’s MSW program began with a comprehensive foundational phase; focusing on skills that are grounded in theory, practice and ethics. This is where Jacqueline’s love of research began with an added skill set that has always been the basis of her ability to promote human rights and social justice.

This has also been relevant in her personal advancement of physical, mental, spiritual, and educational well-being.
